34 December 2022 Civil Engineering Professions Act (No.48 of 2000), “to pro- vide for the registration of professionals, candidates and specified categories in the project and construction manage- ment professions; to provide for the regulation of the relationship between the South African Council for the Project and Construction Management Professions and the Council for the Built Environment; and to provide for matters connected therewith.” The Council is further tasked with the protection of public interest, which is achieved by ensuring suitably qualified and registered professionals in specific built environment management profes- sions in South Africa through promoting and enforcing high standards of profes- sional ethics and conduct within the built environment. The Minister of the Department of Public Works and Infrastructure is the executive authority of all the councils within the built environment, including the SACPCMP. The built environment refers to the functional area within which registered persons practise and includes all struc- tures that are planned and/or erected above or underground, as well as the land utilised for the purpose and supporting infrastructure. The Council for the Built Environment and the SACPCMP Acts enjoin the entities to work in concert in respect of the SACPCMP’s 13 mandates (administrative functions), alongside the eight mandates of the CBE for a sustain- able built environment. It is the vision of SACAP to develop highly competent architectural professionals compliant with international best practice and serving the special needs of developing economies. Q Q Facilitate renewal of registrations through Continuing Professional Development (CPD). Q Q Provide professional fees guidelines. Q Q Identify the scope of work and com- petencies of each of the categories of registration. It evolved from the Board of Control for Landscape Architects which had functioned under the previous Council of Architects (now SACAP). It performs functions similar to those of SACAP, but with a specific focus on landscape professionals. Since November 2016, SACLAP has added landscape management (construction and maintenance) professionals and candidates to the landscape architecture professionals and candidates that they have regulated since 2001. The SACQSP works to provide for the registra- tion of professionals, candidates and specified categories within the quantity surveying profession, all of whom are re- quired to be registered with SACQSP be- fore they can practice quantity surveying. The SACQSP regulates the quantity surveying profession by setting up standards for registration, education and research, code of conduct, performance and ethics. The Council conducts accredi- tations at institutes of higher learning and approves their programmes based on adherence to standards. It takes action against registered members who contra- vene the code of conduct. The SACQSP is established to serve the quantity surveying profession with pride. Generally speaking this Council’s function and modus operandi are the same as those of the aforementioned five statutory councils. Registering categories are: Professional Valuers, Professional Associated Valuers, Single Residential Property Assessors, and Candidate Valuers.
