  • Take accountability for ensuring the efficient and effective delivery of all Engineering and Design elements within a project(s)/programme(s) and take accountability for the scope, cost, schedule and quality of Engineering and Design deliverables on all the phases of the project(s)/programme(s) from Conceptualisation (FER & FELl), Pre-feasibility (FEL2), Feasibility (FEL3), to Execution (FEL4)

  • As an expert within the fire and gas sub-discipline, ensure that the related Engineering Technical solutions are sustainable, Fit-for-Purpose and have adopted value engineering principles

Key Accountabilities:

  • Manage the engineering segments of Engineering to ensure successful implementation of capital projects, by inter alia:
    * Planning the forward load for that segment by obtaining information about projects, and then staffing, planning, organising, leading, coordinating and controlling the technical and administrative activities of that specific segment
    * Managing the manpower utilisation system for that segment by planning and resourcing available man-hours on the projects, monitoring time used/planned, and reporting on those to Management and project managers
    * Managing the normal day-to-day segment issues, eg staff availability, movements and personal requirements, training and mentoring of the segment staff, cost centre management, etc
    * Providing leadership and facilitating the necessary mentorship and skills transfer within that specific technical segment
  • Ensure world-class, safe and fit-for-purpose railway infrastructure is established in support of Transnet’s objectives
  • Manage Project Performance of engineering done in the specific technical segment of Engineering by:
    * Providing technical engineering inputs into the execution, feasibility, pre-feasibility and concept phases of projects that may be initiated as part of the long-term infrastructure investment schedule
    * Ensuring that the engineering designs and applications comply with all statutory, regulatory, safety, health and quality requirements whilst ensuring environmental and business sustainability
    * Undertaking in-depth design reviews of all design documents, including constructability and HAZOP reviews and, as applicable, performing independent reviews of all safety critical designs
    *Signing off, as PrTechEng or PrEng, those designs done by non-professionally registered personnel in that specific segment
    * Checking and approving technical engineering documentation prepared in that segment as part of procurement documentation before submission to the procurement department or the project manager
    * Providing inputs into and approving EPCM cost estimates for the engineering inputs into projects and ensuring proper management of such budgets
    * Identifying scope creeps and discussing problems with senior project managers
    * Ensuring that the system for quality management during the construction phase is effectively implemented and managed on all projects, to ensure the segment’s compliance with the relevant acts
    * Liaising with clients and contractors regarding aspects of projects as and when necessary
    * Establishing and maintaining relationships with the client and external stakeholders at Senior/Executive level and actively assisting Senior Management on issues related to engineering service performance, including implementation of corrective actions
  • When required, provide own engineering inputs on such selected projects, by:
    * Being the engineering lead on segment-only projects, as well as engineering manager on multidisciplinary projects (on a level in accordance with the individual’s qualification of either Engineering Technologist or Engineer) and in terms of the outputs required of such roles
    * Identifying and planning the work efforts, assigning responsibilities, establishing goals and monitoring the progress of the engineering design effort assigned to specific projects, such that the project objectives are achieved on schedule and within budget
    * Collaborating with the various Project Managers regarding the specification of design deliverables (eg drawings, specifications, design-criteria, technical reports, technical adjudication of contracts) and the concomitant estimation of man-hours to provide same
    * Proactively recommending and implementing corrective strategies where needed to best meet Transnet’s overall project objectives
    * Creating and maintaining effective communication channels between project team members and operational divisions and ensuring coordination and cooperation between all stakeholders occur
    * Reviewing project deliverables
    * Developing a project plan that is in line with the drawings and the outline of the work so that projects are done within the required quality standards, budget and time frames
    * Providing the engineering inputs into feasibility-type projects
    * Carrying out the required testing and commissioning of relevant projects to certify such project as “Safe for Operations”.
